2020年12月４日、シンガポール金融庁（MAS）が**デジタル銀行のライセンス取得企業を発表**しました。

## シンガポールのデジタル・バンクに選ばれた企業

シンガポール金融庁は、2019年6月に、従来の銀行に加えて、新しい事業社に対してデジタル銀行のライセンスを付与することを決定、14の事業者がライセンスの取得に向けて申請していました。

**今回の選考基準**については、次のとおり公表されています。

**・ビジネスモデル、銀行顧客のニーズテクノロジーの革新的な利用、銀行サービスをあまり受けていない（Under-served）層への対応**  
**・堅実で持続可能なデジタル銀行業務の遂行能力**

**・成長期待と、シンガポール金融センターへの貢献**

ライセンスは次の２種類があります。

**―フルバンク（Digital Full Bank）**  
  
**―ホールセールバンク（Digital Wholesale Bank）**

フルバンク・ライセンスは、シンガポール企業及びシンガポール企業と外資系企業の合弁会社に、ホールセールバンク・ライセンスは、外資系企業が申請することができます。

今回、ライセンスが認められた企業は次の４社です。

**デジタル・フルバンク**  
  
**１．以下企業の共同企業体**

・Grab Holding Inc. 及びSingapore Telecommunications Ltd.の共同企業体

**２．Sea Ltd.の完全子会社**

**デジタル・ホールセール・バンク**

**１．以下企業の共同企業体**

Greenland Financial Holdings Group Co. Ltd,

Linklogis Hong Kong Ltd,

Beijing Co-operative Equity Investment Fund Management Co. Ltd.

**２．Ant Group Co. Ltd.の完全子会社**

Ant Groupは中国のインターネット最大手企業アリババの金融子会社。デジタルホールセール・ライセンスは、**本国で急速にフィンテックが発展している中国企業に付与**されることになりました。

日本からは三井住友海上が参加する共同企業体が申請していましたが、残念ながら選出を逃しています。

今回の選考基準で「**銀行サービスをあまり受けていない（Under-served）層への対応**」が含まれているのが興味深いところ。

シンガポールはさすがに東南アジアきっての先進国ですので、銀行口座開設率は高いですが、銀行サービスを十分に受けることができる層はある調査で４割程度と、まだまだ多くはありません

デジタル銀行の新規参入で、**より顧客に利用しやすいサービスが登場することが期待**できます。

今回選ばれた企業は、事業開始までにシンガポール金融庁に求められる全ての要件を満たさなければなりません。

新しいデジタル・バンクの営業開始は2022年のはじめを見込んでいます。
